Dear Jeff:

Fresh on the case & at the start of his shift, Sergeant Joe Friday of the Los Angeles Police Department points out that no matter what societal structures are set in place for students & youngsters in general, some of them will wind up being tempted to stir up trouble. Worse yet, as a cop, the good Sergeant has to react to these troublesome situations II try & get the students back on track.

"This is the city, Los Angeles, California. Two million people, almost a million kids. The people have tried to plan for 'em. They built schools for 'em to learn in; beaches and parks for 'em to play in. Most of the kids follow the course as planned. A few of 'em get lost on the way. When they do, it makes trouble for me. I'm a cop."
