Dear Gordon:

As Assistant Deputy Speaker, Barry Devolin, MP has to remain absolutely neutral when he is sitting in the Speaker's Chair as opposed to in the caucus benches with his Conservative colleagues. This is why I have to place his picture in the dead centre here as opposed to the right. Barry is explaining to students a Speaker's role in democratic debate.

"The Speaker gets to control who gets to speak. Its like a batting order that's agreed on at the beginning of the new government when we have a new bill."
