Dear Dave:

I find it laughable (& so should business students) that The City of Edmonton is considering turning over the drainage to the hapless executives at Epcor who say they can do that cheaper. If that were true, Epcor wouldn't have asked for rate increases on taxpayer water bills that were well above inflation.
