I don't understand why the Hon. Premier Jason Kenney, PC, MLA, United Conservative, Calgary-Lougheed is being teased over his handing out of earplugs as a gag to fellow UCP caucus members. If you recall in his educational endeavours in San Francisco, California, the Premier was a licensed "ear, nose, & "deep" throat" (sorry Mr's Woodward & Bernstein) specialist. So as a result is familiar with all sorts of plugs & plug types (including those pictured above from his personal collection.)
