Since a greater number of students are failing provincial achievement tests, maybe its time to look at changing the curriculum or at least the format in which students are taught.

Could the English language skills of new immigrant students be a factor?
yes especially the fact that most have none or better english skills than the canadians jobs they are stealing and working for at half as much.
