Dear Jeff:
As former Alberta Premier The Hon. E. Peter Lougheed's body lies in state, a protocol primer for history & social studies students is certainly in order. As a former Head of Her Majesty's Government, Prem. Lougheed is entitled II a XIX (19) gun salute. As the Queen is Head of State of Canada, & is represented here by the Governor-General & our Lieutenant Governors as Vice-Regal representatives, it is they as current or former reprsentatives of Her Majesty (along with Her Majesty herself) that are entitled II XXI (21) gun salutes.
